In 2011, David developed a new asset management maturity assessment process based on the maturity table in the International Infrastructure Management Manual. This process was used on seventeen capital intensive government agencies for the Treasury with asset portfolios including transport, buildings, IT assets and fleet, and is still available on the Treasury website.
David was the project manager and led many of the reviews. The project was very successful, and in 2015, David was selected again with one other supplier to lead the asset management reviews for 26 agencies. David and his team of consultants has been awarded fifteen of the twenty assessments in the first round of reviews. The reviewed organisations include 8 DHBs, the healthAlliance, IRD, DIA, HNZC, MOH, ACC and Corrections. David also redeveloped the tool to incorporate the IIMM 2015 changes and led 8 more reviews of agencies in 2018/19.
