David Jeffrey

David has more than 30 years of experience in a number of corporate and local government environments across the asset disciplines. This experience allows him to bridge the gap between finance and engineering, and provide advice that meets the needs of a variety of asset intensive organisations. David has a passion for infrastructural advisory services, having managed a team of management consultants at a global engineering firm and is now enjoying consulting independently. David has recently completed the business case training and is taking his asset management plan writing and analysis skills into this emerging requirement.

David was the Project Manager for the asset management capability assessment reviews of government agencies for The Treasury. He developed the assessment tool that is in use for this assessment, organised the successful delivery of all 17 assessments to a high quality, moderated the results, and presented the outcomes back to both government agencies and Treasury both verbally and in written reports. The project was completed on time and to budget, and was well received by agencies and the Treasury. This experience with the previous evaluations will prove invaluable for the next assessments, in providing continuity and assessment on a like basis.

David has a long history of asset management, including being the Asset Planning Manager for Auckland City Council. In that role he was responsible for managing the development and improvement of council’s thirteen asset management plans across all infrastructure assets. He also co-ordinated infrastructure asset valuations and managed the corporate asset accounting functions within council. He managed the capital programme and prioritisation process from concept through business cases to the Long Term Plan for the $500 million capital spend.

Prior to independently consulting, David was with GHD for six years, during which time he completed numerous asset management plans, reviews of AMPs and improvement projects. He was the organisations representative on the NAMs partner committee and organising committee for the 2014 NAMS conference.

David is a very capable project manager, having demonstrated his ability to deliver asset management capability assessment for Treasury in 2011 and ten reviews in 2015/16. He understands the client needs for clear communications and well managed logistics so that time onsite can be used effectively.
